Sui Huan Gui Zi [2020] NO. 2

　　In order to control the automobile exhaust pollution, improve the environmental air quality in our city, and protect the public health, and in accordance with theRegulations of Guangdong Province on Prevention and Control of Exhaust Pollution of Motor Vehicles and the Regulations of Guangzhou Municipality on Prevention and Control of Exhaust Pollution of Motor Vehicles and other relevant provisions, and with the approval of the municipal people's government, it is decided to implement restrictive measures on highly polluting motor vehicles within the administrative area of this municipality. The relevant matters are hereby notified as follows:

　　1.Cars without green signs are prohibited from passing through the city's administrative areas 24 hours a day.

　　2.Transit vehicles passing through the following roads within the administrative areas of this municipality and not other roads within the administrative areas of this municipality shall not be restricted by the provisions of Article 1 of this Circular:

　　G4W2 Xu guang highway (the former north second ring highway to the north section), G1501 Guangzhou city highway (the former west second ring highway, north second ring highway, east second ring highway), G4 Beijing Hong Kong and Macao expressway (the former Jingzhu expressway, north second ring expressway, Guangshen expressway to the east of Huocun), G4W Guangzhou Macao Expressway (the former east second ring highway, Guangzhou-Zhuhai North Line, Guangzhou-Zhuhai East Line), G35 Jiguang Expressway (the former Guanghui Expressway), G15 Shenhai Expressway (the former east section of Huocun road of Guangshen Expressway), G9411 Guan-Fo Expressway (the former Humen expressway), S105 Nansha Port Expressway (the former south section of Xili overpass of Nansha Port expressway), S302 Yuhuang Branch (the former Yuhuang branch of Nansha Port Expressway).

　　3.Within the limits of permitted automobile passage in this circular, if there are other provisions restricting automobile passage, they shall be observed simultaneously.

　　4.The environmental protection signs mentioned in this circular shall be uniformly made and issued by the competent ecological and environmental authorities in accordance with the relevant provisions, and shall be divided into two categories: green and yellow environmental protection signs.

　　5.Motor vehicles mentioned in this circular refer to passenger, cargo and special purpose vehicles burning gasoline, diesel or gaseous fuels. Unless otherwise specified, all vehicles of Municipal and foreign nationality are included.

　　6.Military vehicles, police vehicles, fire engines, ambulances and engineering rescue vehicles performing emergency tasks shall not be restricted by the above measures.

　　7.Any violation of the provisions of this circular shall be dealt with by the public security organ, the competent department in charge of ecology and environment and the competent department of transport in accordance with the provisions of relevant laws, regulations and rules.

　　8.This circular shall take effect as of the date of publication and shall be valid for five years.

　　9.The Notice of Guangzhou Municipal Environmental Protection Bureau, Guangzhou Municipal Public Security Bureau and Guangzhou Municipal Transportation Commission on Restricting the Passage of Highly polluting Vehicles in the Whole City (Sui Huan Gui Zi [2017] No. 2) shall be repealed simultaneously.
